Visual Studio adds Agent Skills to teach Copilot team workflows

Visual Studio now supports Agent Skills, reusable instruction sets that guide Copilot agents through tasks such as running build pipelines, generating boilerplate, or following team coding standards. Skills are created inside Visual Studio and automatically applied by the agent when relevant.
