Azure App Service for Linux adds Deferred Kudu Recycle

Azure App Service for Linux is introducing a feature called Deferred Kudu Recycle aimed at improving deployment resiliency. The change relates to Kudu, the deployment engine used by Azure App Service, and adjusts how Kudu recycling is handled during deployments.
