After ClrMD 4.1 pulled in InteractiveBrowserCredential and MSAL, Andrew Lock stubbed one property to false via ILLink.Substitutions.xml, passed through IlcArg since embedded resources are ignored for PublishAot. win-x64 shrank from 3.956 MB to 2.949 MB.
